
When an employment contract is terminated, the employer is legally obligated to cancel the worker's work permit through the Ministry of Labour system. There is no official government fee for cancellation (0 OMR); however, all outstanding wages, end-of-service gratuity, and any government fines must be settled in full. Following cancellation, the worker is generally required to depart Oman within 30 days .
A foreign worker wishing to change employers within Oman must obtain a No Objection Certificate (NOC) / Release Letter from the current employer and ensure all outstanding fines are cleared. The new employer may then initiate a fresh work permit and visa application on the worker's behalf .
The Ministry of Labour and Royal Oman Police application forms are online system forms only — no standalone PDF templates are available for pre-download. Applications must be submitted by the employer after logging into the respective system using an Omani national ID card (PKI authentication ).
Since November 2023, Chinese-issued documents destined for Oman require only a single Apostille from the Chinese MFA or an authorised local Foreign Affairs Office. The previous requirement for a second legalisation by the Oman Embassy in Beijing has been abolished.
Most provincial and municipal public security authorities in China have fully digitalised this service. Applicants can complete the entire process online through their local government service app, with the system automatically generating a PDF certificate bearing an official electronic seal — no in-person visit to a police station is required.
